Vaccinated Travel Lane (VTL) Eligibility Criteria and Health Measures

Travellers wishing to enter Singapore through VTL arrangements are required to travel on designated VTL flights. To be eligible to travel on VTL flights, travellers must have a travel history of any VTL country and/or Singapore within 14 days prior to departure on the VTL flight. Travel history may also include Category I countries/regions. Any time spent in Singapore prior to travel to a VTL country counts towards this 7-day period. For example, if you spend 10 days in Singapore before flying to Germany, then you can return to Singapore on a VTL flight from day 4 of your trip to Germany from Singapore.

Travellers must be fully vaccinated with any of the New Crown vaccines on the World Health Organisation (WHO) Emergency Use List.

• In order to be considered fully vaccinated, travellers need to have received two doses of the approved New Crown vaccine or one dose of Johnson & Johnson New Crown vaccine.
• A combination of approved New Crown vaccines is available.
• The final dose must be completed at least 14 days prior to arrival in Singapore.
• Travellers must provide an English version of the vaccination certificate issued by the Singapore Government or VTL country. All vaccination certificates must be digital (i.e. contain a QR code for verification).
• Children aged 12 years and below who are not eligible for the New Crown vaccination may enter Singapore on VTL flights if they are accompanied by an eligible person who has completed the vaccination. Travellers are advised to check the current entry requirements of the country they are travelling to, including any restrictions on the age and vaccination status of the traveller, before booking a flight.

Testing Requirements for VTL Flights

For travellers wishing to travel to Singapore through the Vaccinated Travel Lane (VTL) programme, they must travel on a designated VTL flight and meet all other eligibility requirements in order to enter Singapore without quarantine. Passengers travelling on non-VTL flights will be subject to Singapore’s current quarantine restrictions.

Passengers entering Singapore will be subject to the following new crown tests:

• A professionally administered rapid antigen test (ART) or PCR nucleic acid test for New Coronavirus within 2 days prior to departure of the flight to Singapore.
• Professionally managed Rapid Antigen Test (ART) at a Quick Test Centre (QTC) or Combined Test Centre (CTC) within 24 hours of arrival in Singapore. A link to the webpage to book a New Crown test will be provided upon the traveller’s arrival in Singapore.

VTL travellers who have recovered from New Coronavirus (i.e. within 7/14 days to 90 days after their last infection before travelling to Singapore) will be exempted from all New Coronavirus testing requirements if they can produce documentation of their recovery. Infants aged 2 years and below (counting from calendar year) will be exempted from all New Coronavirus testing.

Short-term visitors and work pass holders travelling on VTL-designated flights must apply for a Vaccinator Pass (VTP) between 3 and 60 days prior to their intended date of entry into Singapore.

Singapore citizens and permanent residents do not need to apply for a Vaccinator’s Pass (VTP). However, Singapore Permanent Residents are required to have a valid Re-entry Permit. Singapore citizens and permanent residents must show their vaccination status on the HealthHub app or show proof of vaccination at check-in. children aged 12 and below are also not required to apply for a VTP.

Short-term visitors who require a visa to travel to Singapore must obtain a separate visa and are advised to do so once they have been approved for the VTP and prior to departure.

All visitors must also take out travel insurance with a minimum coverage of S$30,000 before travelling to Singapore to cover medical and hospitalisation expenses related to Newcastle Pneumonia.

These visitors must also use the TraceTogether app in Singapore to facilitate contact tracking.

If any of the VTL requirements are not met, Singapore citizens and permanent residents must fulfil a home quarantine (SHN) for a period of 7 or 10 days upon arrival in Singapore, depending on their travel history.

Passengers who do not meet the VTL requirements may choose to travel on non-VTL flights. Please note that passengers travelling on non-VTL flights must meet the Singapore entry requirements and fulfil the Home Isolation Order.
